Certification of Statewide Ballot Measures for the November 3, 2026 General Election
The Office of the Secretary of State hereby announces that the following statewide ballot measures have been certified for placement on the November 3, 2026 General Election ballot.
The initiatives listed below have satisfied the constitutional and statutory requirements for citizen-initiated measures and have been approved for circulation and placement on the statewide ballot. The referendums listed below resulted from referendum petitions containing the required number of valid signatures challenging acts of the General Assembly enacted during the 2026 Regular Session. Pursuant to Article V, Section 1 of the Constitution of the State of San Andreas, those acts are suspended pending approval or rejection by the electorate.

Initiative #223 - Increase criminal penalties for reckless driving and create the offense of aggravated reckless driving.
Initiative #256 - Increase criminal penalties for specified offenses committed against children.
Initiative #312 - Create the office of District Court Magistrate to conduct specified pretrial criminal proceedings.
Initiative #362 - Require an annual $10 million transfer to the State Highway Maintenance Fund for highway maintenance and repair.
Referendum C - House Bill 26-005 – Election Integrity Accountability Act.
Referendum E - House Bill 26-024 – Adult Prostitution Legalization Act.
Referendum F - House Bill 26-034 – San Andreas Free Elections Act.
Referendum H - House Bill 26-020 – Police Civil Liability Act.
Each of the measures above requires approval by a simple majority (51%) of those voting on the measure to be adopted. Citizen initiatives will become effective as provided in their respective measures. Referendums will become effective upon the Governor's official declaration of the vote if approved by the electorate.
In accordance with Article V, Section 1 of the State Constitution, the nonpartisan research staff of the General Assembly will prepare a Ballot Information Booklet ("Blue Book") containing the text of each measure, impartial analyses, and arguments for and against each proposal. The booklet will be distributed to active registered voters prior to the election.
The Office of the Secretary of State reminds the public that the deadline for submitting petition signatures for citizen-initiated measures for the November 3, 2026 General Election expired at 5:00 p.m. on June 30, 2026. No additional initiative petitions may be accepted for placement on the 2026 statewide ballot.
The deadline for submitting petition signatures for a veto referendum challenging an act of the 2026 General Assembly is 5:00 p.m. on August 17, 2026. Referendum petitions received by that deadline will undergo signature verification and review by the Secretary of State as required by law.
Petition proponents are reminded that August 17, 2026, is both the filing deadline and the constitutional deadline for referendum petitions. If, after verification, the Office of the Secretary of State determines that a petition contains an insufficient number of valid signatures, or invalidates enough signatures that the petition no longer satisfies the constitutional signature requirement, the petition may not be supplemented or resubmitted after the deadline has passed. In that event, the challenged act shall take effect on its statutory effective date and shall not be subject to a statewide veto referendum during the 2026 election cycle.
The Secretary of State will certify the sufficiency or insufficiency of each referendum petition following completion of the signature verification process in accordance with the Constitution and the election laws of the State of San Andreas.
